Special conditions
- The applicant must be the owner of the vessel, or an authorised representative of the owner.
- The applicant must be an Omani citizen or resident of Oman.
- The vessel must be permanently registered with the Ministry of Transport, Communications and Information Technology.
- The number of seafarers on record must meet the minimum safe manning requirements.
- - The vessel must pass an inspection before issuing the navigation permit.
